City of San Marcos Public Services Complex

Challenge

The City of San Marcos required a new public services complex to be built on a heavily sloped, 21-acre brownfield site. The facility needed to include a two-story administrative building, crew building, utility building for vehicle maintenance and storage, a warehouse, wash bay and various canopy structures, material storage spaces and service vehicle parking. The project needed to be delivered through a public-private-partnership with a design-build component.

Solution

Lawrence Group worked with its design-build partners, Hunt and Flintco, to refine the owner’s original program, add value within the project’s constraints and emphasize sustainability and functionality across the 21-acre site. A combination of pre-engineered and traditional building construction was utilized to deliver functional and aesthetically pleasing facilities. To offset energy consumption, PV panels over the utility and warehouse buildings were installed. Two back-up generators were also included to keep the facility operational in the event of a power outage during a local emergency, allowing the complex to operate as an emergency operation center for the City.
